PROBLEM TO BE SOLVED: To obtain a water-soluble lubricating oil which is excellent in lubrication and cooling performances, improves the wear resistance of cutting tools, is not corrosive and does not cause environmental pollution. SOLUTION: This water-soluble lubricating oil contains specific amounts of bromine ions, carbonate ions (CO<SB>3</SB><SP>2-</SP>) and bicarbonate ions (HCO<SB>3</SB><SP>-</SP>) and has a pH of 7.0-11.5.
