The device (1) has an electrical apparatus (4) that is equipped with an electrical energy storage unit connected to a photovoltaic panel (5). An energy transfer channel (6) charges the electrical energy storage unit when the electrical apparatus does not function normally. The transfer channel has two electrical contacts (9a, 9b) that are connected to the storage unit and to an external energy source. An independent claim is also included for a procedure of charging an electrical apparatus packaging device.
