PROBLEM TO BE SOLVED: To provide a polyester composition having excellent adhesiveness and blocking resistance, hardly containing foreign matter, and suitable for a coating agent of a base material film. SOLUTION: The water-soluble polyester composition in which the carboxylic acid components comprises 30-90 mol.% terephthalic acid, 1-40 mol.% aromatic dicarboxylic acid having a sulfonic acid, and 0-30 mol.% 5-10C straight chain aliphatic dicarboxylic acid, and the glycol component consists essentially of ethylene glycol and/or diethylene glycol is regulated so that the content of foreign matters having≥1μm maximum diameter may be≤1,000/ml (in an aqueous solution containing 2 wt.% polymer).
