PROBLEM TO BE SOLVED: To provide a panel structure for a steel house constructed according to a platform construction method, which solves a defect of a complicated structure that requires reinforcing fittings etc., and ensures easy construction of the house by using wall panels, that is an advantage of the platform construction method, and to provide a panel construction method. SOLUTION: According to the panel structure, wall panels 21 each formed by stretching face plates onto a wall frame, are arranged along four sides of a rectangular shape to form first-story walls 22, and a pair of the mutually facing wall panels 21a, out of the wall panels 21 arranged along the four sides, have their upper edges depressed to a height lower than the height of upper edges of the other pair of the other mutually facing wall panels 21a. Then both ends of a floor panel 24 are placed on and borne by the upper edges of the mutually facing wall panels 21a having the lower height, and both side surfaces of the floor panel 24 are connected to inner upper edges of the lower-story wall panels 21a along the mutually facing two sides, followed by butting an upper-story edge and a lower-story edge of each of the mutually facing wall panels 21a having the higher height, against each other.
