PROBLEM TO BE SOLVED: To provide a oring system capable of allowing a terminal to sharply display an image photographed by a camera independently of an emission condition to an object. SOLUTION: The system is configured with: monitoring cameras 12, 11; an image processing section 14 for correcting a local luminance level of an image photographed by the monitoring cameras; a communication section 16 of image data; and a TV monitor attached mobile terminal 19 for displaying the image data, and the image processing section 14 includes: a determination section 141 for deciding a correction parameter in response to each luminance level of regions resulting from dividing an input image; a correction section 142 for correcting the luminance level of a corresponding region according to the correction parameter; and an encoding section 143 for encoding the corrected image data. Even when a bright part and a dark part are intermingled locally on a screen, the entire screen can be kept to have an easy to see luminance by correcting only the luminance of the dark part, and a user can sharply view the image captured by the monitoring cameras on the TV monitor attached mobile terminal 19 even when the user exists at a remote place.
