PROBLEM TO BE SOLVED: To remove an impurity from waste oil or waste liquid, to extract a raw material from the impurity-removed waste oil or waste liquid and to make effective use of the extracted raw material as a high-quality inexpensive regenerated resource. SOLUTION: The recycling system based on impurity removal comprises a heat-treating step to heat the waste oil or waste liquid, to vaporize moisture in the waste oil or waste liquid and to remove the impurity, and a raw material withdrawing step to withdraw the raw material obtained by removing the impurity as the regenerated resource.
