PROBLEM TO BE SOLVED: To provide a hinge device and an electronic device using this, which are rotatable with center at a vertical shaft, excellent in operability, and stable in opening and closing, and stopping operation. SOLUTION: There are comprised of base plates 20 and 116, rotating rings 18 and 114 installed on the upper part of the base plates and rotatable within 180°, and rotatable plates 10 and 112 installed on the upper part of the rotating ring, rotatable with the rotating ring within 180°.
