PROBLEM TO BE SOLVED: To provide a vinyl acetate-based emulsion equipped with an excellent low temperature film-forming property and bonding strength even without totally containing a plasticizer, having a high bonding strength at a low temperature, hardly forming a cloudy film on its film formation at a low temperature and without containing a VOC component. SOLUTION: This vinyl acetate resin-based emulsion is obtained by seed-polymerizing vinyl acetate and a polymerizable unsaturated monomer other than the vinyl acetate [excluding a compound expressed by formula (1)] M2 in an emulsion containing a polymer of a polymerizable unsaturated monomer M1 as a seed polymer, and further is characterized by adding a polyalkylene glycol derivative expressed by formula (1) (wherein, R<SP>1</SP>is a polymerizable group having an ethylenic double bond; R<SP>2</SP>is an alkylene group and (n) is≥2 integer).
