PROBLEM TO BE SOLVED: To provide a developing device where the occurrence of leakage is eliminated by setting developing bias low by attaining low resistance at an entire toner carrier by considering a resin and an additive used for the surface layer of a toner carrier, the toner carrier whose life is prolonged as the toner carrier and a system and which copes with a high image quality and an environment and its manufacturing method. SOLUTION: Toner is supplied to the surface of an image carrier by coming into contact with or coming close to the image carrier where an electrostatic latent image is formed while rotating by carrying the toner, so that the electrostatic latent image is developed, and the toner carrier possesses the surface layer on a conductive elastic layer, and the surface layer consists essentially of a polyurethane resin having a carboxyl group in molecule, at least one kind of melamine resin and a condensation cross-linked material.
