<P>PROBLEM TO BE SOLVED: To provide a developing device, which is equipped with an agitating mechanism whose dispersing/longitudinal agitating performance of replenishment toner for a developer by making the developer highly efficient and shearing the developer rapidly is improved to efficiently agitate the developer, disperse the replenishment toner, and start up for toner electrification although the device has a function similar to that of a mechanism comprising a plurality of blade members having excellent lateral agitating property for the developer and developer transportation balance, an image forming apparatus, and a process cartridge. <P>SOLUTION: The developing device carries out development by using a two-component developer including toner and a carrier.
