PROBLEM TO BE SOLVED: To effectively apply black level expansion processing, dynamic contrast correction, DC transmission rate correction and the like for improving an image quality. SOLUTION: The width of a black band of a letter box signal in an input signal having the width of various black bands corresponding to sources, is detected by a measuring circuit 71, a valid term is defined by a valid video region setting circuit 72, and functions of black level expansion processing, dynamic contrast correction, DC transmission rate correction and the like in a DC transmission rate correction circuit 73, a black level expansion circuit 74, a dynamic contrast correction circuit 75 are validated only for the valid term of the input signal.
