PROBLEM TO BE SOLVED: To provide a video communication apparatus for properly providing video information of a camera server distributed on the Internet to mobile phones together with the camera control information and camera control right. SOLUTION: A video conversion server 400 acquires video data and provides state information of an acquisition destination of the video data attended with the acquisition of the video data to the video data. Then the video conversion server 400 converts the video data into a video clip and relates action designation data as control information to partial interval or all the video clip and reflects the state information on the action designation data.
