PROBLEM TO BE SOLVED: To provide a hair cosmetic composition which can impart sufficient and excellent lubricity as well as moist feeling for hairs. SOLUTION: This hair cosmetic composition contains a polyoxyalkylene-modified polyorganosiloxane which has a ratio of polyoxyalkylene chain portion of≤40 wt% and a viscosity of 2-1,000 Pa s and is represented by the formula, MD<SB>x</SB>D'<SB>y</SB>D"<SB>z</SB>M [wherein D' is a bifunctional siloxy unit shown by R<SP>1</SP>R<SP>2</SP>SiO<SB>2/2</SB>; and D" is a bifunctional siloxy unit shown by R<SP>1</SP>R<SP>3</SP>SiO<SB>2/2</SB>(R<SP>1</SP>is H, alkyl or the like; R<SP>2</SP>is a polyoxyalkylene-containing group; and R<SP>3</SP>is alkyl, aralkyl or the like)].
