A device and a method for controlling access are provided to simplify device configuration without increasing load for controlling the access of first and second devices connected with a PCI(Peripheral Component Interconnect) bus. A PCI cycle generation unit(104) generates a first transaction start signal representing starting transaction for PCI devices(16A,16B). A frame signal generation unit(105) generates a second transaction start signal representing starting the transaction for a card bus device(18) based on the first transaction start signal. The frame signal generation unit generates the second transaction start signal by access to the card bus device and delays the second transaction start signal by the access to the PCI devices. The frame signal generation unit includes an address judgment unit(106) unit judging whether an address written in a CONFIG_ADDRESS register(102) is an address for accessing the card bus device or an address for the PCI devices, and an OR gate unit(107) generating the second transaction start signal based on the first transaction start signal and determination of the address determining unit, and outputting the second transaction start signal to the card bus device.
