<P>PROBLEM TO BE SOLVED: To provide a charging controller which can perform refresh charging of a battery without deteriorating a fuel consumption. <P>SOLUTION: The controller 10 calculates a refresh charging needing time required to refresh charge of a main battery 5 to prevent the engine continuous outputting time of the engine 1 and the performance and the lifetime of the main battery 5 from being lowered based on a vehicle state when judging whether the refresh charging is required or not. When the necessity of the refresh charging is judged based on the charging information and battery state of the main battery 5, whether the refresh charging needing time is engine continuous output time or less or not is judged.
