PROBLEM TO BE SOLVED: To provide an organic EL panel capable of restraining moisture and outgas from a color filter from penetrating into an organic EL element, and also capable of obtaining a sufficient visual angle. SOLUTION: This organic EL panel 1 is formed by laminating a first electrode (transparent electrode) formed so as to have a prescribed shape, an organic layer 9 having at least a luminescent layer, and a second layer (back electrode) in this order on one surface of a translucent support substrate 2. This manufacturing method of the organic EL panel 1 is provided with a process to apply a thinning treatment to the support substrate 2 after forming an organic EL element 3, and a process to dispose a color filter 4 on the other surface side of the support substrate 2 after the process to apply the thinning treatment to the support substrate.
