PROBLEM TO BE SOLVED: To provide a packer capable of starting and stopping a packing operation at a predetermined arbitrary position in the perpendicular direction of an object to be packed. SOLUTION: The packer and the method for packing a plastic foil strip (F) around the object are provided. A grip/cutting device (11) is connected with an oscillating frame (3) which supports the circular guiding track of a foil feeder (6) so as to allow the grip/cutting device together with oscillating frame to be vertically moved. In the method, the packing operation is started with a freely selected position relative to the vertical direction of the object to be packed and corresponding thereto, it is stopped at the freely selected position relative to the vertical direction of the object to be packed.
