PROBLEM TO BE SOLVED: To give non-adhesiveness to the end part of an adhesive tape by sticking a non-adhesive piece to the end part of the adhesive tape of a specified length. SOLUTION: This tape cutter comprises an adhesive tape reel having adhesive tape wound thereon in multiple turns so as to be unwound therefrom and a non-adhesive tape reel having non-adhesive tape wound thereon in multiple turns so as to be unwound therefrom. The tape cutter also comprises an upper cutter blade cutting the adhesive tape unwound from the adhesive tape reel and a lower cutting blade cutting the non-adhesive tape unwound from the non-adhesive tape reel. The upper cutting blade is installed movably in the vertical direction and stuck on the start end part of the adhesive tape unwound on the upper cutting blade, and the stuck adhesive tape is pressingly cut off by the upper cutting blade and the non-adhesive tape is pressingly cut by the lower cutting blade.
