PROBLEM TO BE SOLVED: To provide the form characteristic evaluating system and program of a plane area with a contact circle network model for grasping the room spread of each plane area or segmental property for separating each of them or connectivity for connecting them including the case that a boundary does not configure a complete loop, and for, when a path plane area exists, grasping the strength of its path property and branch condition. SOLUTION: This system 10 for evaluating the form characteristics of plane area parted into boundary elements is provided with a contact circle network model preparing means for preparing a contact circle network model by arraying some of circles brought into contact with two or more boundary elements with no boundary element included inside as contact circles based on their relations with the boundary elements and an evaluating means for evaluating the form characteristics of each plane area parted into the boundary elements based on geometrical information between the adjacent contact circles and the geometrical information of each of the contact circles in the contact circle network model.
