PROBLEM TO BE SOLVED: To obtain a water permeability-imparting agent excellent in durability and used for a nonwoven fabric which is made of a hydrophobic fiber used as a surface material, or the like, of a water-absorbing material such as a paper diaper, hygienic napkin. SOLUTION: This durable water permeability-imparting agent used for the hydrophobic fiber is characterized by containing 40-90 wt. % diester (A) expressed by the formula [wherein, R<SB>1</SB>COO is a fatty acid residue; and R<SB>2</SB>is a 2-8C alkylene or alkenylene].
