PROBLEM TO BE SOLVED: To provide a specific mobile apparatus with required information in a specific area without utilizing any fix system for determining the location of a mobile apparatus. SOLUTION: A portable terminal 1 moves into an area (narrow range communication area 17a) connectable with a near-range radio base station 2a and requests to connect with the near-range radio base station 2a, thereby connecting a near-range radio interface 11 of the portable terminal 1 with a near-range radio interface 10 of the base station 2a. At this time, a terminal detector 8 detects the connection of the portable terminal 1 from the condition of the near-range radio interface 10 of the base station 2a, and informs an information provider 4 thereof.
