PROBLEM TO BE SOLVED: To reduce heat loss and prevent the lowering of humidity in a room. SOLUTION: This heat exchange ventilating device comprises a rotary element having an adsorbing part for adsorbing moisture in air and a humidifying function part for giving moisture to air passing therethrough, a heating means for heating the air passing through the humidifying function part, a heat exchanging element for heat exchange between airs passing through two flow paths intersecting each other, a first passage and a first blower in which outdoor air passes through the heat exchanging element, the heating means and the humidifying function part in sequence, and a second passage and a second blower in which indoor air passes through the adsorbing part and the heat exchanging element in sequence.
