PURPOSE: An electric fan which utilizes wings made of a thermoelectric element and a method for generating cool and warm wind are provided to selectively generate cool or warm wind by selectively supplying power such that the thermoelectric element is cooled or heated. CONSTITUTION: An electric fan includes a wing section(100), a shaft(200), an AC/DC converter(50), an adjuster(30), and conductive wires. A thermoelectric element is formed at one side of a wing(1) made from an insulation material. Thermal conductive plates(5,7) making contact with both surfaces of the thermoelectric element are formed at front and rear surfaces of the wing section(100). The shaft(200) is coupled to a center of the wing section(100). The adjuster(30) controls a rotating speed, and cooling and heating temperatures of the cool and warm device.
