PROBLEM TO BE SOLVED: To provide a polyurethane-based elastic fiber passing a post processing process well, having excellent heat resistance, capable of rapidly removing water vapor generated by perspiration at exercise from the skin, not making the interior humid and suitable for a stretchable clothes; and to provide a woven or knitted fabric using the elastic fiber. SOLUTION: The polyurethane-based elastic fiber contains a moisture-absorbing and releasing compound and satisfies the following conditions: having≥0.5% moisture absorption at 20°C×65%-RH; having≥1.5% moisture absorption at 20°C×95%-RH; having≥1.0% difference in the moisture absorptions under the above two conditions; having≥60% PSD; and having≤75% PSW.
