PROBLEM TO BE SOLVED: To promptly reflect changes and constructions of road projects, and changes of peripheral buildings (convenience stores, gas stations or the like) used as land marks in a navigation device, to provide a more safer drive by more accurate navigation, to easily and suitably acquire a program and data for database update for such a purpose by downloading via the Internet, and to prevent the unauthorized use of the downloaded updated data. SOLUTION: By enciphering and embedding a serial number of the hardware or software of a device to be an update target in data for updating software data, the downloaded updated data can be used only in a device matching the serial number.
