PROBLEM TO BE SOLVED: To provide a starter for an internal combustion engine capable of improving startability in a case of igniting fuel supplied to a cylinder in an expansion stroke by operating a starter at an optimum timing. SOLUTION: This starter for the internal combustion engine capable of starting the internal combustion engine by igniting fuel supplied to the cylinder in an expansion stroke is provided with an estimation means estimating a operation state of a crank at a time of ignition of the cylinder in the expansion stroke when the starter dose not operate and a determination means determining whether the starter should be operated or not based on an estimated crank operation state.
