<p><P>PROBLEM TO BE SOLVED: To provide a braking device capable of improving mounting workability of a brake lever on a handle, operability of the brake lever and a handle, and to provide a catering cart. <P>SOLUTION: Each mounting bosse 45, 46 erected on each inner surface of a handle mounting part 62 of a first bracket member 23 and a handle mounting part 76 of a second bracket member 24 is inserted from both ends side of each mounting through hole 17B formed in the handle 17 and fastened with each screw 22. Thereby, a side wall part 80 of the second bracket member 24 is brought to close contact with a side wall part 63 of the first bracket member 23 to sandwich an outer circumferential surface of a linear part 17 of the handle 17, and the brake lever 8 is fixed to the handle 17.
