<P>PROBLEM TO BE SOLVED: To avoid the situation that the same hour occurs twice in a slave station for synchronizing the hour of a plurality of clocks. <P>SOLUTION: A master station 2 sends reference hour data Dtr to a measuring unit 1 at a timing (005) within a specified time Te ranging from a start time Tc (= Ta × A +Td) lapsed from the generation end time of a reference clock CLK2 by the master station 2 every specified time Ta to an end time Tc back to the generation end time of the next reference clock, wherein the accuracy of an oscillator in the measuring unit 2 is ±A ppm and the communication delay time between the master station and the measuring unit 1 is Td.
