PROBLEM TO BE SOLVED: To produce an emulsion fuel excellent in stability and combustibility by mixing a pyrolyzed liquid of wood components (wood tar and wood tar pitch) and water while adding none or a very small amount of a surface active agent for effective utilization of biomass and water resource. SOLUTION: The production process comprises a dilution water preparation step in which dilution water for the emulsion fuel is obtained from raw water and a mixing step in which the dilution water and the pyrolyzed liquid of wood produced from pyrolysis of wood components are mixed.
