PROBLEM TO BE SOLVED: To provide a cement composition having excellent strength development from initial strength through a long period, excellent chloride infiltration resistance and excellent acid resistance, capable of remarkably reducing the infiltration rate of chloride ion to the inside of concrete, suppressing the infiltration of chloride ion to cement or conrete or remarkably improving the acid resistance, a coating material and a salt blocking method using the same. SOLUTION: In the salt blocking method, the cement composition contains calcium aluminate and pulp sludge incineration ash and further contains one or more kind selected from blast furnace granulated slag fine powder, fly ash and silica fume and the coating material contains paste or mortar prepared using the cement composition and is applied on the surface of a cement concrete hardened body using Portland cement.
