PROBLEM TO BE SOLVED: To provide an electrode panel for a PDP aiming at fine patterning and reduction of electric resistance, and prevented from defective adhesion between respective layers. SOLUTION: The electrode panel for PDP (front panel) 10 comprises a transparent electrode layer 12 formed on a transparent base plate 11, resistance lowering layers 13, 14 for lowering wiring resistance of the transparent electrode layer 12 formed thereon, a palladium-plated layer 15 formed on the resistance lowering layers 13, 14, for lowering the wiring resistance of the transparent electrode layer 12 in cooperation with the resistance lowering layers 13, 14, and a dielectric layer 16 covering the resistance lowering layers 13, 14 and the palladium-plated layer 15. An electrode panel for a PDP (back panel) comprises a resistance lowering layer formed on a base plate, a palladium-plated layer formed on the resistance lowering layer, separation walls arranged on the base plate, and a phosphor layer arranged between the separation walls so as to cover the resistance lowering layer and the palladium-plated layer.
