PROBLEM TO BE SOLVED: To prevent a shaft member from coming off from a housing by regulating the relative movement of the shaft member in the axial direction to one end side with respect to the housing. SOLUTION: A projecting part 7 to regulate the relative movement exceeding a predetermined value of a shaft member 4 in the axial direction by the contact with a seal member 5 disposed on an opening part of a housing 2 is provided on the shaft member 4.
