PROBLEM TO BE SOLVED: To provide an equipment control system, an equipment control device, and an equipment control method capable of relieving the shortage of water in drought. SOLUTION: This equipment control system 1a comprises an air conditioner 2a, a water atomizing energy saving device 7, and a control device 4. The air conditioner 2a and the water atomizing energy saving device 7 use a plurality of resources including a water resource. The control device 4 receives drought information on drought and, based on the drought information, controls the use amount of the resources by the air conditioner 2a and the water atomizing energy saving device 7.
