PROBLEM TO BE SOLVED: To more efficiently and surely preclude illegitimate apparatuses having the possibility of copyright violation in a communication network environment.

SOLUTION: An authentication circuit 65 reads required information from an apparatus DB 61 and an address DB 63. A data transmission apparatus 100 and a data receiver 200 carry out mutual authentication by exchanging required information between the data transmission apparatus 100 and the data receiver 200 through a network communication processing circuit 71 and the Internet 73. The authentication circuit 65 informs a key generating circuit 67 about a result of the mutual authentication. The key generating circuit 67 receives information denoting success / failure of the mutual authentication from the authentication circuit 65, generates a private key and a public key in a pair provided to the data transmission apparatus 100 and the data receiver 200, and outputs them to an encryption circuit 69 and the apparatus DB 61.
