PROBLEM TO BE SOLVED: To provide a method for sufficiently suppressing a temperature rise in a building. SOLUTION: In this temperature rise suppressing structure of the building provided with coat formed on a surface of an exterior face of the building and a means for supplying water to the surface of the coat, a first coating layer in which steam absorption and desorption property has hysteresis characteristic and a finish coating layer whose contact angle for water on the surface of the coat is 70°or less are provided as the coat. The finish coating layer is formed by a finish coating material component produced by mixing (a) tetraalkoxysilane compound, (b) catalyst, (c) water, (d) solvent, and (e) polymer containing fourth class cation base.
