摘要 <P>PROBLEM TO BE SOLVED: To provide a technology that reliably encodes an image to have a data amount within a target data amount while continuously receiving the image with a relatively simple configuration. <P>SOLUTION: An encoder 102 applies compression encoding to image data according to a quantization step Q1 at initial setting and respectively stores the result to first and second memories. An encoding sequence controller 108 monitors the code amount. Upon determining that the code amount has reached a set value, the encoding sequence controller discards the data in the first memory and instructs the encoder 102 to increase the quantization step and continue encoding. Preceding encoded data are stored in the second memory. The encoded data are re-encoded by a re-encoder 109 using the same quantization step as that of the encoder 102. Further, the encoding sequence controller 108 predictively calculates a time T0 when the code amount generated by the encoder 102 reaches a set value encoded by a quantization step in a next stage and a time T1 at which re-encoding is finished on the basis of a code amount at a present time, and revises the quantization step even if the present code amount does not reach the set value when discriminating that a relation of T1>T0-&Delta;t holds. <P>COPYRIGHT: (C)2005,JPO&NCIPI
