PROBLEM TO BE SOLVED: To provide a circuit for generating reference voltage, and provide a circuit for generating internal voltage. SOLUTION: The circuit for generating reference voltage has a distribution part, clamping control part, and control part. The distribution part has a voltage level lower than a voltage level of external voltage depending on the external voltage, and outputs the reference voltage of which the voltage level varies depending on an operation mode via an output terminal. The clamping control part is connected between the output terminal and a ground voltage terminal, and the voltage level of the reference voltage is clamped to a fixed level depending on the control voltage having a lower voltage level than the voltage level of the reference voltage. The control part increases/decreases the voltage level of the reference voltage according to the first and second operation mode signals.
