<P>PROBLEM TO BE SOLVED: To provide a system for generating video images with a camera in order to detect a vehicle etc at night or in rain, at a suppressed cost for the transmission cables. <P>SOLUTION: As for an imaging unit 1, a unit for infrared rays and a unit for visible rays are used together. The imaging unit 1 discriminates between day and night and discriminates rainfall to change image processing methods for visible rays and infrared rays according to the discrimination result. In order to composite the video images by the infrared rays camera 2 and the visible rays camera 3 into one image beforehand, video images of the two cameras are connected. The video images are inputted to generate one video image, where two video images are composited into one video image in left-right composition, and the video image is outputted. As the result, a proper monitored video image can be obtained even at night or in rain.
