PROBLEM TO BE SOLVED: To provide a stain preventing agent that can solve all the three issues: (1) to be able to coat the surface of an object uniformly without cissing or dewetting, etc.; (2) to be able to form a film with excellent clarity; and (3) to be able to exhibit excellent stain resistance. SOLUTION: This stain preventing agent is obtained by blending (a) a tetraalkoxysilane compound, (b) a catalyst, (c) water, (d) a solvent, and (e) a quaternary cationic base-containing polymer. The blending ratio is 0.1-10 pts.wt. of component (b), 100-50,000 pts.wt. of component (c), 100-50,000 pts.wt. of component (d), and 1-100 pts.wt. of component (e), based on 100 pts.wt. of component (a) as is converted into SiO<SB>2</SB>.
