PROBLEM TO BE SOLVED: To open and close a large-sized gate by a fluid-pressure cylinder at a low pressure. SOLUTION: In a gate open-close unit 30 having two water-service pressure cylinders 8A and driving shafts 17 rotated and driven through crank arms 6A by these cylinders 8A and opening and closing the gate through a gate open-close mechanism by turning the driving shafts 17, a mechanical type valve operating device 9A interlocking changeover valves 10A mounted on supply and discharge pipes connected to the cylinders 8A with the driving shafts 17 and changing over the valves 10A is installed.
