PURPOSE: To clear inconvenience of paper inserting operation and prevent paper inserting defects by accurately guiding a top part of paper to an insertion position of strip coiled as a coil regardless of whether belt warper is used or not. CONSTITUTION: The device comprises a housing (10) installed on a front part of deck of coiler in a length direction of paper roll with upper and lower parts of the housing being opened, a driving cylinder (30) installed perpendicularly to the side surface of the housing; a supporting plate (20) positioned at a lower part of the housing with being installed at a front part of piston rod of the driving cylinder; a driving roll (21) rotationally installed at an end part of the supporting plate; a rotary member (22) rotationally installed with a central part of the rotary member being axially connected to the supporting plate; a holding roll contacted with the driving roll with being rotationally installed on a lower part of the rotary member; a driving motor (24) installed at the supporting plate to rotate the driving roll; and a rotary cylinder (25) installed between the rotary member and the supporting plate to hold a top part of paper between the driving roll and the holding roll.
