PROBLEM TO BE SOLVED: To prevent taking-away by a third party when a short-term service ticket such as an ordinary passenger ticket is provided as a noncontact token, and it occurs that the token is left without being picked up. SOLUTION: A token issuing machine for issuing the noncontact token into which predetermined data is written has a detection means which detects a hand of a user held out in an issuing opening of the main body of the token issuing machine, and a discharging means which discharges the noncontact token into which the predetermined data is written to the issuing opening.
