PROBLEM TO BE SOLVED: To provide a high display quality plasma display panel by improving display contrast, light emission efficiency, and reliability. SOLUTION: In the plasma display panel, a pair of display electrode wirings 12 and 14 have transparent electrodes 12b and 14b formed on a substrate side as well as bus electrodes 12a and 14a composed of a material containing silver that turns a transparent electrode side black. The display electrode wirings 12 and 14 are formed on the tin-free surface of the glass substrate 10 produced by the float glass process, in which the glass is produced by spreading a melting glass on melting tin. Therefor the diffusion of silver as well as the color change of the substrate and electrode or other problem are prevented. A dielectric layer 18b insulating between the wirings is formed on the display electrode wirings 12 and 14, and the softening point is equal to or higher than a baking temperature of the bus electrodes 12a and 14a. Thus, in baking the dielectric layer 18b at the temperature of the same degree as the bus electrode, the dielectric layer 18b is melted to prevent a bus electrode material from being diffused.
