PROBLEM TO BE SOLVED: To provide an optical passive part which is low in price, high in reliability and low in loss. SOLUTION: An optical passive part 10 is provided with a first mode converter 12 which outputs fundamental mode light beams inputted from a second port 11b to a first port 11a as they are, converts fundamental mode light beams inputted from a third port 11c to a higher order mode and outputs the mode to a second port 11b and a second mode converter 14 which outputs the fundamental mode inputted from a first port 13a to second port 13b as in the fundamental mode, converts the higher order mode light beams inputted from the port 13a into the fundamental mode, outputs the mode to the port 13b and outputs the fundamental mode inputted from the port 13b to the port 13a as in the fundamental mode.
