PROBLEM TO BE SOLVED: To provide a device which can cope with 50P, 60P, and 59.94P and generates a time code having interchangeability with an existing time code. SOLUTION: This device is provided with a means obtaining the quotient and remainder by dividing a frame value indicated by time address data in supplied code word data by 2, and means 2 and 3 replacing the frame value indicated by the time address data in the code word data by this quotient value, while generating the time code based on the code word data in which a value of a color frame flag is made 0 when this remainder value is 0, the other side, replacing the frame value indicated by the time address data in the code word data by this quotient value, while generating the time code based on the code word data in which a value of a color frame flag is made 1 when this remainder value is 1.
