The wind energy converter has a rotor with preferably at least 5 per cent of its surface forming buoyancy and/or resistance runners covered by a film with recesses (1). Turbulence generated by the recesses carry energy into the boundary layer surrounding the rotor. The recesses have a circular, oval and/or polygonal cross-section. An independent claim is also included for the following: (a) the use of recesses in the surface of a rotor as buoyancy and/or resistance runners.
