PROBLEM TO BE SOLVED: To provide the technology capable of immediately detecting the failure in combustion at a part of burners, and stopping or controlling the combustion. SOLUTION: A gas is blown out from a nozzle 15 in accompany with the start of operation, but as an opening area of a suction port 20 is small, the sucking performance is impaired and the required air can not be sufficiently sucked. As a result, a primary air ratio of a mixture gas in the burner 2 is small, and the combustion can not be completed in an inner barrel. Under this situation, a length of the flame 5b is elongated, its tip is brought into contact with a lower end of a heat exchanger 3, and a flame current value is increased. The flame current value information of a flame current detecting circuit 12 is taken in a flame current monitoring means 6, and a combustion state is determined in a determining part 8. The information is supplied to an instruction part 9 at a time when the flame current value is over a threshold value Ith, and the instruction part 9 gives the instruction for disconnection to a solenoid valve 13.
