PURPOSE: An electromagnetic force driving flow control valve, a method for manufacturing the same, and a heat exchanger using the same are provided to use a valve as a linear expansion valve by linearly controlling an open area of an orifice, and as an opening and shutting valve for executing opening and shutting operation by a current applied to an electromagnetic coil. CONSTITUTION: A pipe is installed to flow a fluid inside. A hermetically sealing element is mounted inside the pipe, having an orifice(105) passing the fluid. A permanent magnet valve member(101) is fixed at the inside of the pipe for opening and shutting the orifice, or eletromagnetically controlling an open area of the orifice. A wound coil(107) is mounted at the outer surface for applying eletromagnetic force.
