PROBLEM TO BE SOLVED: To provide a method whereby a titanium metal-containing waste, e.g. titanium chips, is recycled to give a titanium oxide film useful as a photocatalyst, a protective film or the like or a titanium oxide coating liquid, an inorganic binder, and a deodorant. SOLUTION: A titanium metal-containing waste, e.g. titanium chips, is recycled to form a titanium metal complex to produce resources such as a titanium oxide coating liquid, an inorganic binder, or a deodorant by such a simple method that ammonia water and aqueous hydrogen peroxide and optionally an acid are added to the waste.
