PROBLEM TO BE SOLVED: To provide a method preventing abnormality of coating that a recessed part is generated at a part of a coating for an inner plate deposited with dust when an electrodeposition-coated substrate is coated with an intermediate coating and a solid color coating for an outer plate. SOLUTION: The coating film forming method is a coating film forming method in which the outer plate part on the electrodeposition-coated substrate having the inner plate part and the outer plate part is coated with the intermediate coating 11, the inner plate part is coated with the solid color coating 12 exclusive for the inner plate and when the outer plate part is coated with the solid color coating 13 for the outer plate, the coating is coated at wet-on-wet without curing the respective coating films and the wet coated film is baked and cured at a time. The solid color coating 13 for the outer plate contains 0.5-10 wt.% of high acid value polyester resin having a number average molecular weight of 500-4,500, a hydroxyl value of 70-220 mgKOH/g (solid content) and an acid value of 30-100 mgKOH/g (solid content) in a coating resin solid content.
